regression 10.3.0 fails to acquire DHCPv4

This is copy of #563. As said in https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=1121452 dhcpcd stoppeed to acquire IP address.
Taking into account #207 I have configured my interfaces as 'manual'. And this worked, but since 10.3.0 it stopped work.

When you start wpa_supplicant, it will bring the interface up so it can perform radio scans.

I don't suppose the branch #556 fixes the issue for you?
